ARC Criteria/Guidelines & Rules established by the Lake Tangelo Board of Directors and CC&Rs are below.

ARC General Terms

In accordance with Article 9.1 of the Declarations of Covenants, Conditions and Restrictions of Citrus Springs Village E (henceforth called Lake Tangelo), the Board of Directors has appointed a minimum of three representatives to form an Architectural Review Committee (ARC). This document, in conjunction with Article 9 of the Declaration, outlines the objectives and rules that the ARC will use to enforce architectural restrictions within Lake Tangelo.

ARC Mission Statement

The objective of the ARC is to make Lake Tangelo an appealing place to live, promoting a sense of community while maintaining pleasing and marketable curb appeal: including consistency in architectural style, scale, materials, and details. The ARC shall supervise and control the external design, appearance and location of all improvements and landscaping additions to the property. When making any decision, the ARC will consider the location of the home, the effect on neighboring homes, and the overall impact on the aesthetics of the community and compliance of the existing rules.

ARC Responsibilities

The Lake Tangelo ARC has the responsibility to ensure that the ARC Mission will be achieved. Therefore, all members of the Lake Tangelo Homeowners Association must comply with these rules.

Owner Responsibilities

Every Contractor regulated by Florida Statute 489 and doing business in Indian River County shall be required to have insurance with a Casualty insurance company authorized to do business in the State of Florida workmans’ Compensation and public liability insurance with minimum limits as provided by Florida Statutes and the Florida Administrative Code.

Application Process-

Submit a written request on the form provided on the Citrus Springs Master website, Citrus-springs-vero.com. This is the Master Association and Villages website. This form is used for both Master and Village applications. Send the signed, completed application to “Lake Tangelo HOA” at 565 Citrus Spring Blvd. S.W., Vero Beach, Fl. 32968. Please comply with the rules and regulations set forth in this document.

Awnings

Awnings of any kind shall not be installed outside of the house structure and may only be installed within the interior of the patio/screened enclosure. Application submission shall include material, colors and location.

Driveway Extensions/Walkways, Patios and Decks

  • Driveways and approaches to the front entry or any other walkways that are on the sides or front of the home must be brick pavers to match the existing community color and design (Black, grey, and camel color, with herringbone, stacked or brick design). Master Approval Required.
  • Front porch extensions must use matching colored brick pavers and herringbone design, matching the design of the existing porch and driveway. Installation must not extend beyond the furthest point of the existing front structure in width.
  • Driveway extensions width shall not extend past the front outside width of the garage structure.
    Walkways along the sides, not extending beyond the rear corners and rear of the home must be brick pavers and shall match the existing driveway color. The maximum width of the pathway is 36 inches.
  • Walkways in the rear of the home, not extending past the rear corners of the structure may be of a different style and color of the existing color of the driveway or design. Pavers and rear walkways may be of any type of paver, concrete or permanent materials,

Exterior Finishes

Textured exterior finishes with smooth finish stucco banding using paint colors from the Village E Color Book or a similar color, specifically approved by the ARC are allowed. Stucco Banding must be painted the same color as the trim. Medallions, Moldings, Brackets, corbels, quoins, shutters and other trim elements, and other structural trims are included in this item.

Stucco banding must be on all doors and windows using the same style as existing homes. The trim color around the entire perimeter of the frame must be painted. Stucco color must come from the Village E approved color selections or approved by the ARC committee. NO APPLICATION is needed if repainting in the (same) existing color. All trim must be any variety of white tones. Door colors need ARC approval. See ARC Paint Book. House colors are to be approved per Paint Color Stick. If repainting the same color, no application is needed..

Exterior Structural Modifications

An Exterior Structural Modification is any modification that affects the load-bearing elements of a building, such as the foundation, walls, or roof. Examples of structural changes, including adding or removing walls, installing new windows or doors, or altering the roofline.
All exterior changes or structural modifications such as additions to the structure, or any structural elements will require Village and Master approval. IRC permit required.

Fences

The Citrus Springs Master Board of Director’s Guidelines only allows rear fences. All rear fences must be Dark Bronze or Black colored Powder-Coated Aluminum. No fencing is allowed to be wider than the rear wall of the structure. No wood, PVC or other materials creating fencing will be allowed. All fence applications must follow the Master Board restrictions as for height, color and location and are approved by the Master Board of Directors. No temporary fencing is allowed on the lot.

Firepits

Firepit fuel must only be propane or natural gas. Firepits may only be used within a screened-in porch or lanai. No permanent firepits may be installed in the rear yard. Tables and other decorative furniture units are available for the purpose of creating a firepit look.

Garage/Carport

Windows are allowed on garage doors within the upper panel only. Windows must be rated at Miami/Dade Hurricane Code. Replacement garage doors shall be similar in style to the original door. Full front garage retractable screen doors are allowed. Carports are not allowed.

Rear Porch/Lanai Screen Enclosure

Rear Porch/Lanai Screen Enclosure
The screen enclosure of an existing covered porch/lanai which is part of the original block construction and is under the original roof is allowed. All materials and design must be submitted with the application. Village approval is required. Extending beyond the existing roof must be permitted by Indian River County and approved by the Master ARC.

Gutters

All regular gutters around the house must be white except rear structural gutters must be dark bronze to match the screen enclosure. Existing white rear structural gutters may remain white until replacement when structural gutters must be changed to dark bronze color.

Generators

Whole house generators are permitted, Specifications should be submitted to the ARC, including the decibel level, the size of the unit, fuel type and the location of the generator. IRC codes may determine the location of the generator.

All generators must be installed on a permanent base. Landscape shrubbery shall be installed to hide or lessen the view of the equipment from the street. Village and Master ARC approval is required. IRC permit required.

Irrigation systems

All lots must have complete functioning irrigation systems. Water may NOT be drawn from Community ponds or lakes. Water source must be well or County water. Application for wells must be approved by the Village and Master ARC and requires an IRC permit.

Mulch

All NEW flower and tree beds are required to be free of weeds and have a minimum depth of two (2) inches of mulch or decorative garden stone covering the beds.

Lattice Dividers

Lattice is not allowed as utility equipment covers or for landscaping.

Rear Landscaping

Water view lots have a minimum of fifteen (15’) foot setback from the water’s edge. Five (5) foot is St. Johns Water District water maintenance area plus the ten (10’) foot Village common area. No area within these easements may be planted on or contain owners’ property of any kind. Planting invasive species from the Florida Invasive Plant list anywhere in Village E is strictly prohibited. Planting hedges to be used as a fence line on rear property line is not allowed. Hedge lines coming off the structure may not be longer than 10 foot in length. All hedges must be maintained at a five (5) foot height or less.

Landscape Structures: Fountains and ornamental structures may not be taller than 5 foot in height. No religious or political structures allowed. All beds are to be covered with two (2) inches of mulch, colored pebble stone or other approved mulch materials.

Paint

There is a color book of approved colors for painting the structure, including the Sherwin Williams color stick, allowing up to the 4th level of each color. If repainting the same color, no application will be needed. If repainting to a new color, a color swatch will be needed to be approved by the ARC. Door colors should follow the same procedure and do not require approval if painting the same or similar color. The ARC has the color book.

Patio/screen enclosures

If a screen is being installed under the rear roof line, only Village ARC approval is needed. This includes front entrance enclosures. If extending the enclosure beyond the existing rear roof, structural footings will be required per IRC Code and approval by the Master ARC is required prior to start of the installation. IRC permit required.

Insulated Structural Panels now called “Screen Enclosure Ceilings.”

Screen Enclosure Ceilings are allowed to be installed up to 100% of the ceiling area. Installation must be inside a new or existing rear screen enclosure and must be attached to the roof structure. The Screen Enclosure Ceiling may NOT be free standing,

The structural enclosure support system must be dark bronze in color to match the existing screen enclosure. The ceilings must be structurally connected to the existing structural gutter. Up to 100% of the ceiling area may be covered by the material and may be clear, translucent, white or bronze color. The ceiling material or similar material may not be used along the side areas of the structure to enclose the area, creating another room. Village and Master ARC approval and an IRC permit is required. Master ARC approval required.

Pools and Spas/Hot Tubs

Above-ground pools are not allowed. Temporary plastic pools are not to remain on the property when not in use. Temporary trampolines and playsets are allowed but must be used within a respectful location of the neighbors on each side of the lot. Trampolines must be removed when not in use. Hot Tubs must be installed in the rear of the property. A fence is required to enclose any pool, hot tub or stand-alone spa if not under cover and enclosed within a screen enclosure. (See Master ARC for criteria.) Village and Master ARC approval is required.

Roofing

Roof shingles must be Architectural dimensional asphalt, current solar shingle or metal roof technology with color choice being complimentary to the house color.

Metal roof shingles are allowed. Decra brand and similar materials that replicate asphalt shingles may be used. Metal roofing panels with visible hardware are NOT allowed. No corrugated style panels are allowed. Village ARC approval is required. See Village Roof policy for types and colors. Bright silver-colored materials are prohibited. Standing Seam Metal Panel system installation is allowed but must follow the Village Color Chart only. IRC Codes must be followed for installation and require an IRC permit. See Village criteria for more details.

Roof or Gable End Vent fan: Must have IRC permit. Village and Master approval needed. The IRC will not allow intrusion into any stucco finished part of a structure without County approval.

Outbuildings

Sheds, gazebos and dog houses/kennels or any outbuilding structures including tool sheds are not allowed. Docks, piers or any type of structures are not allowed to be constructed into any water area of the lakes.

Shutters

Accordion, roll down or current technology panels are allowed. The devices must be white, clear, or the color of the house trim. Bahama shutters are allowed and must be an approved color to match other trim or accent colors of the house. Village ARC approval required. Shutters may be closed only while the owner is absent.

Skylights

Roof Ventilation, Fans, Solar Tubes require Village and Master ARC approval and must have an IRC permit.

Solar Devices

Solar panels should look like an integral part of the roof design and must be mounted directly to the roof plane. No solar devices may be installed on the ground, on poles or on common area. Village ARC approval and IRC permit required.

Window/Door Replacement

Replacement windows and doors must meet all Indian River County permit requirements. No mirrored or reflecting glass is allowed. Village ARC approval and an IRC permit is required. No temporary mirrored or reflecting material or film may be installed on any glass windows. Only white framed windows are allowed.

Wells

Home irrigation wells are allowed. IRC permit required.

SPECIAL NOTICE: 26. Palm Trees Landscaping

Florida is experiencing a deadly disease to all Palm Trees called Lethal Bronzing, which currently has no cure, according to the University of Florida. The infected tree stumps must be removed as they are the source of the disease. Information about the disease is at:
