These Rules and Regulations were created to condense and simplify the contents of the Village E Covenants, Conditions, and Restrictions (CC&R’s) by which we are bound in our Deed Restrictions. No meaning or intent has changed. This is a compressed version of that Document.

These Rules and Deed Regulations have been established by the Board of Directors of Lake Tangelo, Village E and are standards and expectations established by the Governing Documents and enforced by the Board of Directors. Non-compliance may result in a fine by the Board of Directors.
Pages 14 through 20, Article 9, of the CC&R’s contain rules and regulations.

ARC Applications
All changes to the exterior structure must have an ARC application. Major landscape changes require an application with the exception for replacing trees or landscaping within an existing bed. Installation of (6) foot tall trees in rear landscaping must be approved by the Village E ARC. Applications are located on the Citrus Springs website at: www.citrus-springs-vero.com Click on the Village E ARC, then ARC Documents for a copy of the application. Fill out the application clearly and legibly prior to submitting it to the Lake Tangelo ARC committee. (CC&R’s 9.1.9.2)
Animals/Pets
No animals are permitted off a lot unless on a leash. Pick up after your dogs during walks. Dogs must be on a leash when outside, including on your own property, unless in a fenced-in area. No breeding of any animals within the Village. Only household pets, i.e., cats, dogs, domestic birds, fish are allowed. (CC&R’s 9.4.9)
Air Conditioners
Window-mounted air conditioners are not allowed. See ARC Criteria Document for installation criteria. (ARC)
Awnings
Roll-down types such as Sun-Setter or other similar products are allowed within the screened-in porch area only in the rear of the property. (An application is required and must include color/design. If powered, a County Permit is required.)
Automobiles, Vehicles: Campers and RVs
Are not allowed to be parked on the streets or driveways at any time. Monster Trucks are not allowed to park on any street during overnight hours. (CC&R’s, 9.4.16-9.4.163)
Recreational Vehicles
No recreational vehicles, campers, trailers, or boats may be parked in driveways or streets overnight. No motorcycles, motorbikes, mopeds, ATV’s may be operated inside Village E, other than ingress or egress into the Village. All vehicles must have a current motor vehicle license posted on the vehicle and licensed for street use. Monster Trucks are not allowed to be parked outside of a garage at any time. (Florida State law 312 & 212) & (CC&R’s, 9.4.16-9.4.16.8)
Parking
No parking in front of a driveway entrance or within fifteen (15) feet of a fire hydrant. (Florida state law (316.1945). No Parking across /over any sidewalk. Park in the direction of the traffic flow only. The Association is authorized to order the towing of any vehicle at the owners’ expense for any violation of this section. (CC&R’s 9.4.1.6.1—9.4.17) Parking on lawns or grassy areas is strictly prohibited. (CC&R’s 9.4.16.8)
Basketball Hoops/Backboards
Permanently installed backboards or hoops are not allowed in front of the property. Portable backboards or hoops are allowed in the front driveway area while being used but must be removed and stored within the side area of the structure and must have bushes or foliage to cover the device from street view. (CC&R’s 9.4.5)
Business or Trade Activity
Home-based businesses, trade or commercial activity that would increase parking, traffic activity and congestion on the streets is not allowed. (CC&R’s 9.4.10) Home offices are part of the owner’s privacy and are not affected by this restriction.
Common Area
Nothing shall be stored, constructed, placed within, or removed from any common area by any owner. Learn and know where the Village E common areas are located. Areas are listed in the CC&R’s (9.5)
Clothes Lines
Laundry may be hung out to dry. Clothes lines must be temporary and removed when not in use. Clothes lines must be removed immediately after use. Clothes lines are only allowed in the rear of the property, near to the structures. (Florida Statutes 163.04. (2)
Damage and Destruction
The owner shall repair and restore any property damaged or destroyed due to any circumstances to its original condition or remove it to a neat and clean condition as soon as possible. (CC&R’s 9.3, 9.3.1-9.6,9.7)
Driveways and Access Walks
Owner’s responsibility to keep the driveway and access walks free of weeds, grass, stains, oil and mold. (B.O.D.) 9.1
Fencing
No fencing may be installed without approval from the Village ARC and Master Board. Fencing must be four-feet tall Aluminum, Powder Coated Dark Bronze or Black in color and follow Master installation restrictions for location only. Must be installed by a professional contractor. Wood, steel, or PVC fencing is NOT allowed. An IRC Permit is required for Fence Installation. See Master Controls for specifications on placement. (IRCC, MARC)
Firepits
Propane and natural gas firepits are allowed and may only be used within the rear porch or screened enclosure area. No burning of any debris, paper, wood or garbage.
Plants and Plantings
16. : An ARC application is not required for changing or maintenance of existing flower beds or similar areas. Only changes that affect the design of the bed, increasing square footage requires an application. (Village E CC&R’s)
Garage
Garages may not be used to expand the living space of the property. Carports are not allowed. Retractable screen door systems are allowed. Window additions to the garage door are allowed to be installed in the uppermost panel of the door. Glass must be Impact glass and rated as Miami /Dade Building Code approved. The glass must be translucent or frosted. Replacement door must be similar to the existing door in style.
Garbage/Trash
Use trash bins provided by the waste pickup provider. Bins must be stored within the garage OR stored at the side of the residence and be hidden from view, not to be visible from any road or adjacent property within sight distance of the lot at any time. Bins are to be removed from the road on the same day as trash pick-up. (CC&R’s)
Firearms
No firearms of any kind may be fired or displayed outdoors within the Village. Fireworks are not allowed to be used within the Village.
Gutters
Gutters must be kept clean free of dirt, mold and mildew. Gutters in the front and sides are to be white and dark bronze in the rear, including all screen structure attachments. (B.O.D.) ARC Requirement.
Grills
Grills may not be used in front of the home and are only allowed at the rear of the home. (B.O.D.) No burning of wood except inside of a smoker.
Mechanicals
Generators, Air Conditioners, water softeners, storage containers and pool equipment and other mechanical appliances shall be landscaped around the outside perimeter of the item, to hide the appliance from the street. The bushes used may not extend higher than five (5) feet tall. (Village E CC&R’S, MARC)
Irrigation
Keeping your lawn area in good condition is very important for the aesthetics of the Community. Keep sprinklers in good working order. Well systems may be used. County permit is required for installing a well. NO pumping of water from any of the Lakes under ANY circumstances. Hoses must be neatly stored near the faucet or connection to the house. From time to time, especially during droughts, the St. Johns Water Management District (SJWMD) may issue irrigation/watering restrictions for yards and lawns. Please comply with this temporary request by the SJWMD. You may receive a mailing from St. Johns when these restrictions go into effect. (CC&R’s)
Lakes
No swimming, boats, docks or piers, no dumping of debris or yard waste into the water. Fishing is allowed with pole/rod and reel. Cast netting of bait fish is not allowed. Catch and Release only. (Master CC&R’s)
Leases
Only yearly (12 month annual) single-family leases are allowed. The owner of the property is responsible for maintaining the property including grass cutting, bush trimming, etc. A copy of the Lease is required to be submitted to the Board prior to occupancy. Tenants must follow all Rules and Regulations at all times. NO subletting of any property. (Village E Permanent Resolution, CC&R’s)
Mailboxes
Mailboxes are the property of the HOA and may not be painted any color other than black. The HOA will repair or replace the boxes as needed. (CC&R’s)
Maintenance
Homes must be maintained in a clean, neat and attractive manner. Exterior maintenance, power washing, painting and all repairs which must be done in a timely manner. Cleaning mold and weeds from driveways is important for a neat and clean appearance of the property, including lanai and screened enclosure. (B.O.D.)
Mulch
All plant and tree beds are required to be covered with mulch or decorative stone (river rock or lava stone) with sufficient coverage. Two (2) inches is recommended to keep weeds under control.
Outside Antennas
No outside antennas other than regular Digital Satellite Dishes, 18-inch diameter are allowed. No short-wave antennas are allowed on any roofs or towers. Only Commercial Drones being used by realtors or utility companies are allowed to fly withing the Village. Flagpoles installed on a property lawn must not be higher than fifteen (15) feet in height. Only United States, State of Florida, Military Branch and POW-MIA Flags are allowed to be flown. No flags or other items may be displayed on or inside of windows including political and religious. (See CC&R’s for details on all antennas) FCC Regulations determine installation, location and types of antennas.
Plantings and Plants On Side Property Lines
Installing any plant, plant material or items on the property lines between structures is prohibited. Side property lines have swales that aid water to move away from the structures. Any plants allowed must be (3) three feet from the property line including trees. (CC&R’s)
Pools/Spas/Trampolines
No above ground pools allowed. Temporary plastic pools are allowed only at the rear of the property and are not to remain on the lot when not in use. Temporary playsets and trampolines must be placed in the rear area and used in a respectable manner to the neighbors. Spas/Hot tubs must be located in the rear porch or screened in Lanai area. A County permit may be required if electrical receptacles are installed. In-ground Pools are also approved by the Master ARC.
Screened Enclosure Ceilings
Please see “Screen Enclosure ceilings” in ARC Document. (Formerly: Polyroofs)
Storage
Owners personal property must be stored within the garage or within a rear screen enclosure and kept in a neat condition. Storage sheds, playhouses, or dog houses are not allowed to be placed anywhere on the lot of the home. (CC&R’s)
Signs
No posting of signs anywhere on the lot or in any windows with the exception of standard-sized Realtor signs and temporary contractor signs while service is being provided. No religious, political, rental or advertising signs. (CC&R’s) Contractor signs may not be displayed on a lot earlier than 10 days prior to installation and shall be removed within 10 days after completion.
Solar
Roof panels/collectors are allowed to be installed in the most effective location on the roof only. No solar panels may be located on any ground or pole location. Solar panels must be installed by a licensed and insured contractor. (FL. State Resolution) (IRC Code)
Storm Preparation
Remove all plants, pots, and furniture, including garden accessories and any item that can easily blow with the wind. Store in a safe location out of the wind. (BOD)
Waterfront Lots
Waterfront lots must be mowed and maintained up to the water’s edge. It is the owner’s responsibility to maintain this area. (BOD)
Yard Maintenance
Lawns must be mowed on a regular basis. Yards need fertilizers and weed control from time to time. Bushes under windows may not exceed 18 inches higher than the bottom of the window. Bushes used as a hedge line or fence line may not exceed five (5) feet high anywhere in the Village. Hedges or fence lines made of shrubs or bushes with more than four (4) in a row are considered a fence or hedge line. Artificial vegetation may not be used in place of live, in-ground plants. Artificial turf may not be used in place of natural grass. (Village E, CC&R’s) (BOD)
Trees or Bushes
Trees and bushes may not be planted on any property line, side, front or rear. See ARC Landscape Controls rules for details. A minimum of four, eight-foot-tall trees are required on each property. Replacing trees in the same location does not require ARC approval. (CC&R’s) When removing any tree, the stump must be removed by grinding, digging out or cut down to ground level. This is recommended by the University of Florida.
Fruits and Vegetable Gardens
Fruit and Vegetable gardens may not be planted anywhere on the property except in containers within the screened area of the home. We live in the country and wildlife can become a problem by providing a food source from gardens. Do not feed the wildlife. (Village E, FL Dept. of Wildlife)
Gates
Use a remote control or a keyed-in gate code to open the entrance gate. Gate code and remote controls are available from the Lake Tangelo Board of Directors. (BOD)
Golf Carts
Golf Carts are permitted within the Village complex. Sidewalks are not authorized throughways. The sidewalks within and outside our villages are 4 feet wide. Florida law states sidewalks that are 8 feet wide can be designated for golf cart usage by the local government entity. Therefore, golf carts are not authorized on sidewalks within the Villages and Master Common Grounds. Golf Carts may not be operated on common ground grassy areas: including private property as well as Villages or Master Common Areas. Golf Carts may not be operated on Village roads or streets by any person under the age of 14. (Fl. Statutes 316.2126-1-9) Golf Carts are not authorized to be driven between the hours of sunset and sunrise. (MARC Resolution)
Holiday Decorations
Sound emitting decorations are not allowed. Decorations must be removed within 20 days after the holidays. (BOD)
